Quebec Permanent Workers

The province of Quebec is home to two large metropolitan areas: Quebec City and Montreal. Immigrants who wish to settle in this province must follow a different procedure and a different set of regulations than those who wish to settle elsewhere in Canada.

Immigration under the Quebec Permanent Workers Program involves a separate selection process by the Government of Quebec. Once a candidate obtains Quebec’s Certificate of Selection (the official document that shows that the Government of Quebec has accepted the candidate to that province), the candidate may apply for Permanent Residence in Canada.

French is the official language of Quebec, and is spoken by over 80% of its population. The French language is not only essential for personal and professional communication in Quebec, but it is also a symbol of belonging to Quebec society. The Quebec Government offers French courses to new immigrants and also facilitates the learning of French from abroad.

To be selected as an immigrant worker, applicants must, in particular:

  • settle in Québec with the goal of being employed there
  • hold at least one diploma that corresponds, in the Québec education system, to a Secondary School Diploma or a Diploma of Vocational Studies
  • have acquired training and occupational skills that will facilitate their integration into the job market

Knowledge of French is an important asset. If in doubt, it is strongly recommended that applicants check their level of French knowledge with a recognized organization. Knowledge of English is also an asset not to be overlooked. There are courses available to help applicants acquire more experience to upgrade applicants’ occupational or language skills.

The maximum number of 10 000 applications for a Certificat de sélection du Québec that can be received under the Regular Skilled Worker Program has been attained for the application intake period extending from April 1, 2016 to March 31, 2017.
